Welcome to the Florence Nora Access Road Inc. website, thanks for dropping in! The primary goal of this site is to provide accurate and timely information about the status and condition of the access road.
Florence-Nora Access Road Inc. (FNAR Inc.) constructed a road to provide private access to theWinnitoba & Ophir communities, which became isolated by the discontinuance of the historical rail service which previously serviced these communities.
The Corporation worked with the various Manitoba Government Departments to establish the road design and location and has entered into various agreements with the Government of Manitoba, “homesteaders” and the CN and CP railways.
The Environmental License granted to FNAR Inc. dictated the conditions under the terms of which the road is operated. All funding for the road was provided by the members of FNAR Inc, all cottage owners of Florence or Nora Lake. Crown land access was granted to FNAR Inc.by the Manitoba Government (Conservation Branch) in return for their unlimited Access to the area for patrolling, fire fighting and other related duties to an area only previously accessed by helicopter and hiking patrols.
FNAR Inc is responsible for all maintenance, operation and liabilities as a result of the operation of the road and therefore FNAR remains a Restricted Access Private Road. Shareholders and their families of FNAR Inc, Homesteaders, Authorized Manitoba Government Employees, RCMP, and private contractor’s with authorization from a shareholder(s) are allowed to access the locked gates and use the road. Stringent rules and guidelines must be observed when driving on the road for its’ safe operation. Special caution must be observed at all times at railway crossings. Please refresh your knowledge of the Road Rules at the beginning of each season.
